What is Customer Inspection?

International surveillance companies are one of the most important tools contributing to the economic growth of countries. Such quality control activities are carried out by independent, impartial, reliable and internationally recognized organizations. These international surveillance companies produce reports showing the quality status of the products and give confidence to both the buyer and the seller. In this way, post-sale disputes are eliminated.

Surveillance companies assume the following obligations in the application of international trade rules, where various measurements, tests and analyzes are required in accordance with legal regulations, sales contracts or letters of credit:

  • To carry out quality control, measurement and test procedures related to the properties sought in finished or semi-finished products
  • Preparing reports containing the results of these operations
  • To establish and operate the technological infrastructure necessary to carry out these operations
  • To coordinate these activities with import and export operations

What is Surveillance?

Supervision studies are the efforts to determine the extent to which the delivery of the products subject to trade to the buyer is in compliance with the conditions specified in the sales contract by the buyer or the seller through an international surveillance company. These are: quantity, quality, packaging characteristics, labeling status, loading conditions, transport conditions, delivery time and similar conditions.

Inspection work may be carried out at the point of origin or destination of the products, depending on the situation.

Pursuant to the Decree of Technical Regulations and Standardization Regime in Foreign Trade published in 2005, the powers of the Undersecretariat of Foreign Trade in this matter are determined as follows:

  • To determine the conditions to which the international surveillance companies to carry out the surveillance activities related to the products subject to foreign trade
  • To grant international surveillance company status to organizations that comply with these conditions and to revoke this status when necessary
  • To determine the areas of activity of these companies and to supervise their activities

With the efforts of international surveillance companies in this direction, the benefits obtained by the exporting and importing companies are as follows:

  • Determining whether the products requested by the buyer before and after shipment comply with the contract conditions or the criteria stipulated in the relevant standard.
  • Elimination of subsequent disputes between parties and consequential damages
  • New price adjustments where necessary

The primary function of the surveillance companies is to ensure that no disputes arise between the buyer and the seller and that any disputes are resolved. Surveillance companies document that the products subject to shopping are in compliance with the contract conditions through a systematic study. Documents and reports issued by surveillance companies do not need to be approved by official bodies. The documents in question are accepted.

  • To determine the conformity of the products to a domestic or foreign standard and to prepare a document covering this information
  • Conducting point controls to the enterprises that make production with limited facilities during production

  • If the products are not of the desired quality, the export of these products is prevented and the subsequent recall of the goods, the unnecessary costs of the parties and the loss of time are prevented.
  • The report prepared by the surveillance companies against the possible objections to be made by the importing company is a strong and valid evidence in the hands of the exporting company.
  • It is possible to collect all or as much of the sale price as possible.
  • It is possible to obtain a quality conformity certificate from a neutral organization for products and thus increase the marketing chances of the products (some countries do not accept products without surveillance report)
  • The surveillance company's activity in the domestic and international markets allows the products to find new markets.

  • The quality of the products is guaranteed to comply with the terms of the contract, the relevant standards and legal regulations.
  • The amount stipulated in the contract is determined to be shipped and applied to packaging, labeling and loading conditions.
  • If a situation other than the contract conditions is found, price reduction can be requested from the seller.
  • If delays occurred in delivery time, this situation is determined on time.

International surveillance companies are directly responsible for the documents and reports expressing the results of their oversight. They are also legally liable for the consequences of negligence or professional inability to result in property damage or illegal action.
